Education

Spartanburg Academic Movement (SAM)
The goal of the Spartanburg Academic Movement — more commonly referred to as "SAM" — is to create a cultural shift in Spartanburg County to one that values educational achievement from cradle to career. SC Driver’s License
- New residents have 90 days to apply for a license after moving to South Carolina.
- New residents with a certified driver’s license from another state will not be required to take a written exam, only an eye exam.
- Residents within the state have 10 days to report a change of address.
- To obtain a license for the first time, a birth certificate and Social Security card are required.

Tags and Registration – Automobile
New residents to South Carolina have 45 days to transfer their vehicle title and registration. You may apply for the title and registration by mail. The Form 400, Application for Certification of Title/Registration, which may be completed, contains the proper mailing address for the department.

South Carolina Tax Information
South Carolina has one of the lowest per capita tax rates in the country, according to the U.S. Census Bureau. State lawmakers, political leaders and local officials are dedicated to ensuring that the Palmetto State’s tax structure remains competitive and attractive to individuals, manufacturers and small businesses considering our state as their new home. The following state and local taxes generally affect our residents.
Income Tax
South Carolina income tax structure follows federal income tax laws, allowing many of the same adjustments, exemptions and deductions with only a few modifications. In fact, the starting point for calculating your state tax liability is your federal taxable income. SC individual income tax rate starts at 2.5% of taxable income, graduating to a maximum of 7% on taxable income exceeding $12,650. The individual income tax brackets are adjusted annually to help offset inflation.
Property Tax
South Carolina counties, cities and school districts impose ad valor em (property) taxes on real and personal property. Local governments assess and collect property taxes.

Sales and Use, Motor Fuels Taxes

Voter Registration
Voter registration must be completed at least 30 days prior to an election, and you have proof of residency such as a driver’s license, automobile insurance and social security number. As of 2013, in order to vote in any election, voters must now show one of the following IDs at their polling location:
- S.C. Drivers license
- ID card issued by S.C. Department of Motor Vehicles
- Federal Military ID
- U.S. Passport
- a S.C. Voter Registration Card with a photo
